Start with an aggressive glossy black then cobalt and sapphire blue wisps, candy apple red wisps, and a silvery white wisps, the wisps will need to have a low glow to them under the next coat which is a translucent black to give it a really deep look and then one final coat of a clear gloss for that wet look
